So,
I've noticed a lot of people make scenarios with colonies and such things. I thought a little about the colonies and how much reinforcments should cities have. Don't you think a city of Bogota (Colombia) shouldn't have 8 reinf. in 1700, like London or Berlin have, although there was only 15k people living in Bogota, and it was founded like 200 years ago. I think it's unrealistic, it should have very low reinf. like 3-4 (or maybe even less) but get event units in 1st turn or something similar, but the cities should have a lot of income so they are important like they were.
Also for the african states that weren't yet colonised, they should also have smaller reinf. but bigger income than in default and some event troops like neutral african tribesman (with op defense) in the cities so it's not so easy to colonise, because colonizing wasn't that easy actually, portugal tried colonising in north america but failed, france failed a bunch of time to colonise some parts of africa because of the natives

Also, people who make maps with colonies before publishing it research a little, cuz I've seen too much maps where there are cities that didn't even exist then

No. It makes the cities in the colonies useless because once you run out of original extra troops you have practically nothing left to fight with. Also, some strategies would suffer without these reinfs because the extra units maybe weakened because of your strategy.

Maybe the issue is not to nerf reinforcements in colonies, but rather to be more selective with the units that can be produced in them. Besides, the historical functions of colonies can be translated into "income generation", some "special units" (eg. members of the French Foreign Legion or the Gurkhas in Nepal, just to mention some) and/or a combination of both.

Reinf are related to pop by default. But it is not a necessary condition. Think about the Gurkhas from Nepal: high unit density for relative low population. There are many examples of countries (territories), where you have a very high militarized portion of the population...
