Why is so hard intercept a transport?

I guess only 10% of my attacks are effective
that's too bad.

Its kind of impossible to do it

They are called submarines.

Also this isn't a new problem I have had the same problem and not just with transports. Today I had someone literally send a stack of 15 bombers and some air transports all the way from Russia to my country japan EVERY turn I was makeing my first move to hit his stack with marines or bombers or what ever I had and all it did was put my units where his were and move his no problem. Like I said this happened over and over and over until he finally attack a city.

I think, a successful interception possibility evidently decreases when your range is shorter than the target's . If you look at the combat phase map after the successful interception, you can see that usually an interception happens only after unit do their moves (yet I'm not sure how often it happens). That's why it's very hard to chase SM stacks.
