Why does Philadelphia only offer 4 reinforcements if it is more populated than boston, which offers twice as much? http://en.wikipedia.org/wiki/Northeastern_United_States

Dude I asked the same Q, and NY can make ships but philly cant... DC can too, yet neither of these 3 have functioning drydocks.

Dude, calm down. The numbers for Boston were based on metro area, but for Philly on city area. Fixed it by using metro numbers for both.
