Imp gives a good boost to the infantry in range because if you take a look at imperialistic empires they tend to expand faster than a normal nation would, so how atwar incorporated that is just more range in which to expand.

Please, PD is op enough already.
Really I do think it's bizarre, and the inf should probably be given back their range when PD is nerfed properly to make it balanced, but this is unlikely to happen because people like PD too much to balance the game.

IMP infantry range is the same as a normal infantry.... they dont get any range boost.
However, PD give -1 range to infantry. This is for balance a bit.

PD infantry is better armed and equiped with heavy weapons ...therefor they move a bit slower
