Try choosing second tool from the top and clicking inside the border again.

Try making a new border around it and then do what Amok said. You might have the borders of the surrounding areas and not the Austria-Hungary borders. Just a guess.

Just looked at your map. Not sure what you did there, but there's no border at all around Austria - Hungary. The ones you see are from the neighbouring countries.
